TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:

The Town of Francesville is giving notice that it has made a Finding of No Significant Impact for the following project:

Project Title or Name: Francesville Water Improvement Project

Purpose or Nature of Project: Work includes Town Water Meter Work- will be limited to simply disconnecting existing water meters, and replacing them with new radio read meters. The existing meters will be removed by means of unscrewing the meter, removing it and screwing in the new meters, and installing the radio antenna in the meter lid. No excavation will be needed. 

Water Plant Work- Work will take place within the property of the Water Plant. Work includes  Construct a new building extension off the existing building to house the new filter unit. Install a new vertically integrated gravity package water treatment unit. The unit will include an aerator blower motor on the top of the unit, chemical addition ports, detention tank, 4-gravity cell filters, underdrain system, 2-high service pumps and associated piping. Except for the foundation for the building extension and the tank support pads, no excavation will occur. Piping and support devices will be above ground in the existing and newly proposed structures. The building extension will occur on previously disturbed property.

Estimated Cost of Project: $1,955,000

Funding Source: CDBG OCRA WDW Program and IFA SRF

An environmental assessment for this project has been made by the Town of Francesville and is available for public examination and copying on weekdays between 8:00 AM and 4:00 PM at the Kankakee-Iroquois Regional Planning Commission office, located at 115 E. 4th Street, Monon, Indiana 47959. Should KIRPC offices be closed, the ERR will be made available to the public for review either electronically or by U.S. mail. Please submit your request by U.S. mail to Emily Albaugh, KIRPC PO Box 127, Monon, IN 47959 or by email to emily@kirpc.net.  Based on this assessment the Town of Francesville has determined that the project will not significantly affect the quality of the human environment and, hence, an environmental impact statement will not be undertaken under the National Environmental Policy Act of 1969 (P.L. 91-910).

All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration to Kankakee-Iroquois Regional Planning Commission office, located at 115 E. 4th Street, Monon, Indiana 47959 or via email at emily@kirpc.net. Such written comments should be received at the address specified on or before May 31, 2024. All such comments received will be considered, and the Town of Francesville will not take any administrative action on the project prior to the expiration of the comment period.

Objections to Conditions Release

The State will accept an objection to its approval only if it is on one of the following basis:  (a) that the certification was not in fact executed by the certifying officer or other officer of applicant approved by the State; or (b) that the applicant’s environmental review record for the project indicated omission of a required review process.  Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be submitted to Grant Services & OCRA through the ER Report in GMS.

Objections to the release on basis other than those stated above will not be considered by the State.  No objections received after June 18, 2024 will be considered by the State.
