013-24 - Receiving sealed proposals for the construction of the Panhandle Pathway

PANHANDLE PATHWAY – SR 14 TO 17TH STREET

NLT BID #3-19

NOTICE IS HEREBY GIVEN, that FRIENDS OF THE PANHANDLE PATHWAY, INC., Pulaski County, Indiana, hereinafter referred to as the Owner, will receive sealed proposals for the construction of the PANHANDLE PATHWAY – SR 14 TO 17TH STREET NLT BID #3-19.

Sealed proposals are invited and may be delivered or forwarded by registered mail, addressed to Mr. John Bawcum, President, Friends of the Panhandle Pathway Inc., 623 W. 11th Street, P.O. Box 153, Winamac, Indiana, 46996. All proposals must be received no later than 4:59 p.m. EST on January 29, 2024. Proposals received after this date and time will not be opened. The bids will be opened and read at the Friends of the Panhandle Pathway Board Meeting, on January 29, 2024, at 7:00 p.m.

Panhandle Pathway – SR 14 to 17th Street construction includes, but is not limited to, the construction of approximately 0.6 miles of a 10’ wide asphalt trail, beginning at a point of connection at the northwest corner of the SR 14 and Hathaway Street intersection continuing northwest of SR 14 for approximately 1,500 ft. and then head north ending near 17th Street. This will connect the existing Panhandle Pathway located in the southwest corner of SR 14 and Logan Street intersection via a crossing across SR 14. Pavement markings and signage will be installed at this intersection with rectangular rapids flashing beacons being installed on the north and south side of SR 14 near the new Panhandle Pathway crossing. The proposed path will be placed on an aggregate base that will be constructed by others under a separate contract. The following items are to be constructed in accordance with project plans and specifications: asphalt pavement for trail, shoulder stone, seeding, erosion control, pavement markings and signage, installation of amenities, and other incidental work.

Bid Packets containing copies of the Contract Documents, Specifications and Plans for the project will be available beginning January 10, 2024. Contractors are encouraged to familiarize themselves with the existing conditions and the proposed location of the trail and the required level of construction. Contractors may contact Mr. John Bawcum, President, Friends of the Panhandle Pathway Inc., at phone: 260-571-1138, email: jbawcum@live.com no later than January 22, 2024, at 5:00 p.m. to request a site tour. Each Contractor submitting a Bid is responsible for making themselves aware of site access and construction conditions associated with the location, and for reading and being thoroughly familiar with the contract requirements. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.

The Owner reserves the right to reject any and all Bids. The Owner places a high priority on contractors with proven experience with construction of this type in Pulaski County. Bids must be prepared on the approved bid forms and submitted in an envelope, sealed and plainly marked on the outside “PANHANDLE PATHWAY NLT BID #3-19; DO NOT OPEN WITH REGULAR MAIL.”
