Receipt of Application for a Land Application Permit

A renewal application for a Hybrid Biosolids and Industrial Waste Products Land Application Permit was received by the Solid Waste Permits Section of the Indiana Department of Environmental Management (IDEM) on May 30, 2017 from the MERRELL BROS. INC, 8811 West 500 North, Kokomo, Indiana, Permit No. IN LA 000590. The applicant is requesting a permit that will allow them to continue to accept biosolids and industrial waste products for blending at their storage structures located in Howard County. The blended biosolids and/or industrial waste products will be land applied at agronomic rates to farmland located in Cass, Carroll, Clinton, Howard, Miami, Pulaski, and Tippecanoe Counties. Public records for this facility are available in IDEM’s Virtual File Cabinet, which is available on IDEM’s web site at www.in.gov/idem. This application was submitted in accordance with Indiana Administrative Code 327 IAC 6.1.

PLEASE NOTE: As this application is renewing a previous permit, the application could include site-specific land application sites that have been previously used as nonsite-specific sites. If a site is changed from nonsite-specific to site-specific there is a smaller separation distance required between a residence and the point of land application.

The U.S. Environmental Protection Agency (EPA) and the Indiana Department of Environmental Management (IDEM) recognize and encourages the beneficial use of biosolids through such practices as land application. Upon issuance of a land application permit, permittees are allowed to land apply biosolids on qualifying farmland in designated counties, or specific farmland as designated in the permit, with permission of the landowner. A land application permit controls the quality of the biosolids to be applied as well as the yearly and cumulative amount of biosolids which can be land applied to a site.

The permit application is currently undergoing technical review by the IDEM Solid Waste Permits Section Staff. Interested persons are invited to submit written comments on this application. Comments must be received within 30 days of publication of this notice. Deliver or mail all comments to:

Comments must indicate the permit applicant’s name and/or permit number, if applicable, in order for comments to be considered. All comments must be postmarked no later than the date above to be considered in the formulation of the final determination.
