NOTICE TO TAXPAYERS OF PUBLIC

HEARING ON ADDITIONAL APPROPRIATION 

Notice is hereby given to taxpayers of the library known as the Francesville-Salem Township Public Library (the “Library”), that the Board of Trustees (the “Board”) of the Library will meet at the Library, 201 West Montgomery Street, Francesville, Indiana 47946 at 6:30 p.m. (local time) on July 14, 2020, to consider the following additional appropriation of the bonds (the “Bonds”) which the Board has determined to issue. The Board considers such additional appropriation necessary to meet the need existing at this time.

An appropriation in the amount of $700,000 to pay the total cost of acquiring property, constructing, extending, altering, improving, remodeling, and equipping renovations to the Library, including addressing basement water infiltration, sealing the building envelope, HVAC improvements, roofing improvements, window upgrades, new carpeting, door improvements, new furniture, additional storage, office space expansion, lighting improvements, sump pump improvements, signage improvements, elevator maintenance and wall plaster improvements, and the payment of the necessary expenses to be incurred in connection therewith, including cost of issuance of the Bonds and, if necessary, capitalized interest, and in furtherance thereof in the Library district. The funds to meet such additional appropriation are to be provided by the issuance and sale of Bonds of the Library. 

The foregoing appropriation is in addition to all appropriations provided for in the existing budgets and levies and a need for such appropriation exists by reason of the inadequacy of the present buildings to provide necessary Library facilities in the Library district. Taxpayers of the Library district appearing at and or otherwise participating in the hearing shall have a right to be heard in respect of this additional appropriation.

AS A RESULT OF THE COVID-19 VIRUS, THE PRESIDENT OF THE UNITED STATES AND THE GOVERNOR OF THE STATE OF INDIANA HAVE ISSUED AND MAY EXTEND DIRECTIONS AND ORDERS THAT PROHIBIT THE PUBLIC FROM PHYSICALLY ATTENDING THE PUBLIC HEARING TO WHICH THIS NOTICE APPLIES. INTERESTED PERSONS ARE INVITED TO EXPRESS THEIR VIEWS CONCERNING THE MATTERS ADDRESSED IN THIS NOTICE IN ONE OF TWO WAYS IF ATTENDANCE IS NOT POSSIBLE: (1) BY PARTICIPATING IN THE PUBLIC HEARING THROUGH A REMOTE CONFERENCING SERVICE BY DIALING INTO THE FOLLOWING NUMBER: 1-669-224-3412, PASSCODE 602-387-637, OR (2) BY SUBMITTING COMMENTS REGARDING THE MATTERS ADDRESSED IN THIS NOTICE IN WRITING BY EMAIL TO THE ATTENTION OF MS. ANITA MESSER AT AMESSER@FRAN-SALEM.LIB.IN.US UNTIL 4:00 P.M., JULY 14, 2020.
