An application to modify a current land application permit was received by the Solid Waste Permits Section of the Indiana Department of Environmental Management (IDEM) on March 29, 2018 from the CITY OF MICHIGAN CITY. The City holds a Nonsite-Specific Land Application Permit to land apply municipal biosolids generated at the James B Gifford Wastewater Treatment Plant in LaPorte and Starke Counties. This application requests the approval to land apply in Marshall, Porter, Pulaski, and Saint Joseph Counties upon approval of the land owner. Public records for this facility are available in IDEM’s Virtual File Cabinet (VFC) at http://vfc.idem.in.gov/. Documents related to this application can be found by selecting the “Full Text Search” field and entering this facility’s permit number, 000051. Look for documents identified as “OLQ Permit” in the “Document Type” column. The U.S. Environmental Protection Agency (EPA) and the Indiana Department of Environmental Management (IDEM) recognize and encourages the beneficial use of biosolids through such practices as land application. Upon issuance of a land application permit, permittees are allowed to land apply biosolids on qualifying farmland in designated counties, or specific farmland as designated in the permit, with permission of the landowner. A land application permit controls the quality of the biosolids to be applied as well as the yearly and cumulative amount of biosolids which can be land applied to a site.

Comment Period

The permit application is currently undergoing technical review by the IDEM Solid Waste Permits Section Staff. Interested persons are invited to submit written comments on this application. Comments must be received within 30 days of publication of this notice.

Comments must indicate the permit applicant’s name and/or permit number, if applicable, in order for comments to be considered. All comments must be postmarked no later than the date above to be considered in the formulation of the final determination.

The application and related documents, comments received, and other pertinent information are on file and may be inspected at the Indiana Department of Environmental Management, Room 1154, 100 North Senate Avenue, Indianapolis, Indiana, at any time between 9:00 a.m., and 4:00 p.m., Monday through Friday.
